There are photos of this vehicle during Operation Dragon Rouge, Congo 1964 but the only description is Belgian paratroop vehicle.

Here’s the full photo that I cropped for the question:
It’s indeed a Minerva Tout Terrain (a licence-produced Land Rover, with some differences) outfitted for special operations, in a manner very reminiscent of the SAS Jeeps of the Second World War. Which, of course, is why I posted a cropped picture that showed mainly the armour plates with the round windscreens.
(Also: only now do I realise that the vehicle behind it is also a Minerva TT, but the standard model.)

Here he is in the year before his death following a stroke. The curious skin compression over the nose is presumably an artefact from the casting process.

The photo is South Africa in 1879 where he served initially on Chelmsford's staff but soon got farmed out to the engineers. Wearing the foreign service helmet with dark blue patrol jacket with black facings.
